What is narcotics in Chicago?

Narcotics offenses cover the possession, manufacture, and delivery of controlled substances under the Illinois Controlled Substances Act (720 ILCS 570) and related statutes. Penalties scale steeply with drug type and quantity — from misdemeanor possession amounts to Class X felonies for large-scale delivery. Since cannabis legalization in 2020, Illinois marijuana arrests are limited to unlicensed sale and over-limit possession.

In Chicago PD data, narcotics reports carry IUCR descriptions naming the substance and act — possession or manufacture/delivery of heroin, cocaine, fentanyl, methamphetamine, and unauthorized cannabis. Almost all narcotics reports include an arrest, since the offense is usually recorded at the point of arrest.

LocalCrimeVault has 12,794 narcotics reports indexed in Chicago — 2.9% of all tracked incidents. The most recent full month on record (July 2026) logged 345 reports, down from 503 in June 2026.
